It was established on June 21, 1974, in Alexandria, Egypt, under the initiative of the United Nations Economic Commission for Africa (ECA).
Its mission is to enhance, harmonize, and standardize port operations, equipment, and services among member ports, aiming to improve the efficiency of their harbors in supporting ship traffic and other transport modes.
