IAPH adopts a resolution on clean air programs for ports

At the closing session of the IAPH World Ports Conference, May 4, Houston, Texas, IAPH adopted a resolution calling for ports to promote clean air programs to help fight global warming.

He applauded INTERTANKO for having the vision to develop the "The Poseidon Challenge", and welcomed the campaign recognizing it as a superb internal effort of the industry.

Vice President Ndua speaks at the African Union Conference of Ministers for Maritime Transport

IAPH Vice President G. Ndua addressed the audience at the First African Union Conference of Ministers responsible for Maritime Transport, Abuja, Nigeria, February 22 to 23, 2007, on the theme: "Role of Maritime Transport in the Development of Africa". It was a milestone event attended by not only African Ministers responsible for Maritime Transport, but also experts representing various sectors on the continent.

IAPH submits its report on ISPS Code implentation survey to IMO and UNCTAD

IAPH submited to IMO and UNCTAD its report on ISPS Code implementation survey conducted in August 2006 to gauge the current practice of enforcing port security at its member ports since its implementation on 1 July 2004, focusing on such category areas of conducting exercises/drills, training of security personnel, audit/review. The survey revealed that the ISPS Code implementation has brought about positive effects to the port industry by means of improved awareness for port security and the implementation is still an on-going process to further enhance port security.

With the new global security regime now in place, IAPH has recently endorsed and taken a holistic approach to the further implementation of security measures, not only confined to the port and shipping, but also encompassing the entire logistics and supply chains, in cooperation with the World Customs Organization’s (WCO)’s working group tasked with formulating and implementing a new scheme called "Framework of Standards to Secure and Facilitate Global Trade" and with the International Organization for Standardization ( ISO) initiating development of 28000 series of supply chain security standards to support the development of global logistics.

After a year and a half suspension, "IAPH Training Scholarship", formerly known as "IAPH Bursary Scheme" was re-launched with revised terms and conditions to help those developing port members receive advanced knowledge and skills through port training programs available at IAPH-affiliated training institutes.

President Kornegay speaks at PorTech Asia 2006

IAPH President, Tom Kornegay was invited as a speaker at PorTech Asia 2006 held in Shanghai during September 26-27. Under the theme "Seaport Stability in Unstable Times", Kornegay talked about framework of measures against terrorism and role of ports in such framework, and stressed, "Security is all about people being aware, VERY AWARE." "We as a WORLD must partner for this is the only way we can fight this war on terrorism. A war that we have NO OPTION but to win."

Supported by the International Association of Ports and Harbours (IAPH), and other port organizations , such as the Korean Association of Ports and Harbours, Port of Hamburg, Port of Antwerp, the Port Authority of Singapore (PSA), China Co., Ltd., Singapore Harbour China Affairs Corporation, and the Port of Seattle, PorTech Asia 2006 was organized by the China Ports and Harbors Association (CPHA). Large domestic and international ports gathered again in Shanghai to the latest achievements in construction and exchange information and technologies.

IAPH looks into Alternative Maritime Power (AMP)

IAPH was represented at a meeting in September organized by International Organization for Standardization (ISO) to develop the scope and course of action for standardization of on-shore power supply connections for ships known as AMP or “Cold Ironing”.

IAPH surveys on ISPS Code after two years of its implementation

In September 2006, IAPH surveyed its member ports on the current status of ISPS Code implementation, focusing on issues and measures of maintaining and further enhancing port security. The IAPH Executive Committee (Exco) will consider the result of the survey at its forthcoming meeting in Shizuoka, Japan, in the second week of October, which will be made public at a later date.

Update on the IAPH Shizuoka Exco Meeting

IAPH Exco Meeting 2006 is now officially called by President Kornegay to take place in Shizuoka, Japan, during October 9 - 12.

IAPH Technical Committees are also to meet on October 10 in three groups, as with the Mumbai Mid-term Board Meeting. A forum session, tentatively titled as "Tsunami and Natural Disasters", is scheduled for the afternoon of October 12, inviting experts on the subject.

IAPH represented at IMO's Maritime Safety Committee

IAPH was represented at the 81st session of the IMO's Maritime Safety Committee (MSC) Meeting, May 10-19, 2006, by Mr. Fer van de Laar, Managing Director of IAPH Europe Office.

Among topics discussed, "Guidelines on Training and Certification for Port Facility Security Officers" and "Guidance on Voluntary Self-Assessment by SOLAS Contracting Governments and by Port Facilities" were of interest and concern to IAPH.

President Kornegay speaks at PIANC

President Kornegay addressed the delegates at the 31st PIANC Congress PIANC (The International Navigation Association), Estoril, Portugal, May 15-18, attracting some 500 people from all over the world. He delivered a special speech at the opening ceremony, introducing issues facing world ports community, emphasizing the close collaboration between the two organizations based on the MOU signed in 2001.

Secretary General Inoue speaks at OAS-CIP

Secretary General Inoue spoke at the 1st Special Meeting of OAS-CIP (the Inter-American Committee of Ports, Organization of American States), Algeciras, Spain, May 17-19. Attended by some 200 delegates from 20 countries and 10 international organizations, Inoue gave a special presentation on IAPH and its current activity. IAPH signed an MOU in October 2005 on the occasion of IAPH Exco Meeting in Los Angeles.

IAPH Executive Committee (Exco) meeting in Los Angeles, California, adopts Resolution on Hurricanes Katrina and Rita

The Exco met at Marina Hotel Port of LA/San Pedro, USA, hosted by the Ports of Los Angeles, Long Beach and Houston, October 4-7, 2005, to discuss and decide on a new setup of IAPH Techncial Committees (TORs and work programs) and other household matters of importance, and to celebrate the IAPH's 50th Anniversary at the birthplace.

The participants were honored to have the Honorable Norman Y. Mineta, US Secretary of Transportation address at the gathering on October 7, the final day of the meeting.

Mr. Kornegay was elected as IAPH President in Shanghai.

Mr. H. Thomas Kornegay, Executive Director, the Port of Houston Authority, USA, was unanimously elected and installed as IAPH President for 2005 - 2007 at the Shanghai Conference.

President Kornegay will also act as host of the next IAPH Conference in Houston in 2007.

IAPH Shanghai Conference was a great success!

The 24th IAPH World Conference was held in Shanghai, China, 21-27 May 2005, hosted by Shanghai International Port(Group) Co.,Ltd (Mr. Lu Haihu, President), attended by some 1,000 participants including 483 registered delegates and their accompanying persons from 57 countries, as well as some 500 invited Chinese guests. Among them were Mr. Han Zheng, Mayor of Shanghai City and Mr. Zhang Chunxian, China's Minister of Communications.

A the Opening Session, the Minister made a keynote speech stressing a rapid growth level of Chinese port industry and it's future prospect of further development, and offered his congratulations on IAPH's 50th Anniversary.

Mr. Tommy Thomsen, CEO of Container Business, A.P. Moller- Maersk Group, kicked off the working seesions by saying that much larger and more efficient ports and terminals are now needed to accommodate bigger ships".

IAPH submitted to IMO its position concerning the current liability and compensation regime in Places of Refuge situations for consideration at the IMO's Legal Committee (90th session), meeting from 18-29 April.

IAPH 50th Anniversary celebrations continue!

Kicked off by IAPH 50th Anniversary Tokyo Forum on 14 Jan, IAPH contiues its worldwide celebration at the Asia/Oceania Regional Meeting, Tehran, Iran, 1-4 Feb and Africa/Europe Regional Meeting, London, UK, 9-11 Mar.

The highligh will be the Shanghai Conference, 21-27 May, to be followed by IAPH Executive Committee in Los Angeles, USA, in October.

IAPH adopts a resolution on the Tsunami disaster

IAPH expresses its deep sorrow and sympathy for those people victimized by and suffered from the Tsunami disaster of December 26, 2004.

At the meeting of the IAPH Executive Committee held in Yokohama, Japan, January 11-13, 2005, IAPH adopted the Resolution on Action to Strengthen Preparedness of Ports for Earthquake and Tasami Disasters.

IAPH represented at Comité Maritime International on the issue of Places of Refuge

IAPH was represented by Mr. Frans van Zoelen, Vice Chair, Legal Protection Committee/Legal Counselors, at the Comité Maritime International's 38th International Conference, Vancouver, May 31-June 4, 2004. Mr. Frans van Zoelen also presented and submitted IAPH Disucussion Paper on Places of Refuge to the CMI's Committee C dealing with the subject matter.

ILO Workshop on Implementation of the ILO/IMO Code of Practice on Security in Ports, 14-16 October 2004, Turin, Italy

For the first time since the publication of the ILO/IMO code of pratice on security in ports (2004), ILO is organizing an international workshop on its implementation for all those involved in port security issues, public and private, supported by IMO, IAPH, ITF and others.

IAPH contributed to the prepartion of this Code by taking an active part in the IMO/ILO Working Group on Port Security responsible for the development and drafting the document to implement the ISPS Code in the entire port area beyond the immediate ship/port interface.

The IAPH Board meets in Charleston, USA!

Attended by 71 delegates and 12 accompanying persons from 25 countries, the IAPH Mid-term Board Meeting was succesfully held in Charleston, South Carolina, USA, 25-28 April 2004, hosted by South Carolina State Ports Authority (Mr. Bernard Groseclose, Jr., CEO/President).

Among key decisions made, IAPH signed a Memorandum of Understanding (MOU) with American Association of Port Authorities (AAPA) for mutual understanding and cooperation.

With three months left to the deadline of coming into force of the ISPS Code on 1 July 2004, the IAPH survey entitled "ISPS Code Implementation - Port Readiness Survey 2004" was launched on 24 March 2004 to monitor and determine the current status of port readiness in implementing the ISPS Code.

The 23rd IAPH World Ports Conference was successfully concluded in Durban, South Africa!

Mr. Pieter Struijs, Port of Rotterdam, is now IAPH President!

Attended by 432 delegates and 149 accompanying persons from 64 countries, the 23rd World Ports Conference of IAPH was held at the International Convention Center, Durban, South Africa, which was hosted by Mr. Siyabonga Gama, CEO, National Ports Authority of South Africa. It was the very first IAPH Conference ever held on the African soil.

Winners of the IAPH Essay Contest announced!

IAPH conducts every two years an essay contest to promote research into increasing port efficiency and productivity among developing member ports.

The top award, known as Akiyama Prize will be awarded this time for the first time after six years. The Award presentation will take place at the forthcoming Durban Conference in May.

Datin Paduka O.C. Phang elected the 3rd Vice President of IAPH!

The IAPH Board of Directors unanimously elected Datin Paduka O.C. Phang, General Manager, Port Klang Authority, Malaysia, as the 3rd Vice President , effective from 1 Februrary 2003, to fill the vacancy caused by passing away in August 2002 of the then 3rd VP John Hayes, Sydney, Australia.

Prior to the election, the Asia/Oceania Region nominated her to succeed the late Mr. Hayes for official election by the Board. The profile and portrait of the new VP are coming up soon!

Combined Transport, Distribution & Logistics Committee meets in Riga, Latvia, 4 October

At the meeting hosted by Free Port of Riga, Chairman Jose Luis Estrada made an appeal for case studies on logistics and intermodalism to be contributed by IAPH members.

Reports and minutes from the Kobe Exco meetings, 14-18 Oct 2002 are released!

In conjunction with the Exco meetings, the committees and groups such as Port Safety, Environment & Marine Operations (PSEMO), Communication & Networking (CNC), IAPH/IMO Interface Group, Finance, and Long Range Planning/Review respectively met in Kobe.
So far the minutes of PSEMO and Africa/Europe Regional meeting are available for download.

Exco meets in Kobe!

Attended by 47 delegates, including 13 Exco members, the IAPH Executive Committee met in Kobe, Japan, from 15 - 18 October 2002, to discuss a range of important Association matters. Prior the full Exco sessions, the committee meetings of Port Safety, Environment & Marine Operations, Communication & Network, and IAPH/IMO Interface Group were respectively held. The meetings were hosted by the Port of Kobe.
On Friday, October 18, World Port Symposium was jointly held by Port of Kobe, Japan Port & Harbor Association (JPHA), IAPH, and IAPH Japan Foundation, commemorating the 50th anniversary of the 1st International Ports and Harbors Conference then held by JPHA in Kobe in 1952 which led to the creation of IAPH at the 2nd International Ports and Harbors Conference in Los Angels, USA in 1955.

IAPH' delegation led by Secretary General Inoue made a presentation on "Port As Indispensable Partner of Maritime Transport" at the OECD's Maritime Transport Committee meeting on 16 July 2002 at its Paris Headquarters.

Obituary

Mr. John Hayes, the 3rd Vice President of IAPH, passed away on 20 August at a hospital in Sydney, Australia, because of cerebral tumor.
He will be greatly missed by us all in the IAPH family. Our condolences to his bereaved family and to Sydney Ports Corporation.

IAPH Information Technolgoy (IT) Award

Since 1997, IAPH has presented the IT Award every two years to outstanding cases of IT application in ports and maritime transport. The contest for the 6th Award scheduled to be presented at the IAPH Biennial Conference, Durban, South Africa, May 2003, is now open to all IAPH members (Regular and Associate).

Obituary

Mr. Anthony J. Tozzoli who was IAPH President 1983-1985, passed away at a hospital in Allentown, PA, USA, on 9 February 2002 after a long illness. He was 77. During IAPH presidency, he was Director of Port Department, The Port Authority of New York & New Jersey.

Obituary

Mr. Han den Toom of the Netherlands, who was IAPH President (1985-87), passed away on 22 December 2001, according to a brief letter addressed to Secretary General S. Inoue by his wife, Rie den Toom-van der Veen.

Obituary

Fernand L.H. Suykens, the former General Manager of Port of Antwerp, Belgium, passed away on 6 January 2002 at the age of 74 after a long period of illness. He was a member of the IAPH Executive Committee, Chairman of IAPH Trade Facilitation Committee, etc. from 1985 to 1993. In 1993, he was elected as Honorary Member of IAPH for his contributiion to IAPH.

As he was Honorary President of ESPO (European Sea Ports Organization), letters of condolences can be sent to the Secretary General of ESPO at pverhoeven@espo.be

IAPH has recently been asked by IMO (International Maritime Organization), the London-based UN specialized agency concerned with safer shipping and cleaner oceans to offer IAPH's expertise and experience on the development of port-related safety and security measures for the purpose of preventing and suppressing acts of terrorism against shipping.

Since December 2000, the IAPH's official web site has been located at "www.iaphworldports.org". The old domain name of "iaph.or.jp" has also been retained for the sake of a smooth transition and for the convenience of our users so as to automatically redirect those visiting the old site at "www.iaph.or.jp" to the current site at "www.iaphworldports.org"and transfer emails sent to our old email addresses to the new ones. Following the terrorist attacks in New York and Washington D.C., U.S.A., IAPH President Akio Someya expressed his profound sadness and condolences to the innocent victims and their families in his letter of 13 September, addressed to Mr. Thomas Kornegay, Houston, Texas, U.S.A., 2nd Vice President of IAPH.

IAPH Tokyo Secretariat is in receipt of numerous inquiries about safety and whereabouts of our colleagues at the Port Authority of New York and New Jersey from around the world. As more information becomes available from New York, we will post the news in this space. Our sincere prayers are with our dear friends at the PANYNJ.

More on the 22nd IAPH World Ports Conference, Montreal, Canada, 19-26 May

The 22nd IAPH World Ports Conference was held in Montreal, Canada, 19-26 May, hosted by the Montreal Port Authority (Mr. Dominic J. Taddeo, President/CEO). Attended by more than 600 delegates and nearly 200 accompanying persons from 60 countries and economies, it was another successful confernce of IAPH.

Miss Kimiko Takeda, a senior staff of the IAPH Secretariat, passed away on 6 March 2001, becaused of pneumonia. She had joined IAPH in 1967.

The Trade Facilitation Committe represented IAPH at the 2nd Annual E-Commerce in Ports Conference, 7-8 December 2000, Amsterdam, the Netherlands. Report is availabe in the Committee's page in the Members Area.

Exco Meeting in Tokyo, October 23-26, 2000

For the first time in the history of IAPH, Tokyo was chosen as the venue of the meeting of the Executive Committee (EXCO).

Under chairmanship of President D.J. Taddeo, the Exco discussed a number of issues such as the revision of IAPH By-Laws, IAPH Appeal for the sustenance of IMO's SPI (Ship Port Interface) Initiative.

Mr. Jacques Braems, Port of Dunkirk Authority, France, represented IAPH at UNCITRAL (UN Commission on International Tarde Law) meeting on Electronic Commerce, 18 - 19 September 2000, Vienna, Switzerland.
