1. Implement the Essay Contest to be culminated in the awarding of the "Akiyama Prize" at the 2011 conference.
2. Implement and monitor “IAPH Training Scholarship” and recommend necessary improvements.
3. Review human resources development activity at member ports and recommend necessary IAPH actions to further assist them.
